Is it legal to host a poker game in Texas and NOT take rake but have a dealer and accept tips? And what if specifically the host is the dealer?

This is not a way around rake, but if you've ever been to a Casino and played poker you'll know that players tip dealers on a normal basis.

Is it legal to do it in Texas?
