Do I need to have my own account to host a Domain or can I rely on the programmer guy to do it under his ?

Question by Sami: Do I need to have my own account to host a Domain or can I rely on the programmer guy to do it under his ?
I am planning to work with a guy regarding an E-Business. He is going to make the website and host it because he already have an account. I was wondering if this is considered normal in this business. Does that mean he is going to have access to the website even after it is done? What if something happens between us after and he close or whatever ?
